WHM IP CONFIGURATION TROUBLESHOOTING

Every few days, server times out.
When it reconnects, it connects to one of my IPs which is NOT the IP for WHM, hence error shows server has NO LICENSE.
WHM support has been fixing the issue for weeks but I must fix it now PERMANENTLY because all sites are down when WHM switches to another IP.
WHM/cPanel support stated numerous times that I do not need NETPlan.
I have NEVER HAD THIS ISSUE BEFORE ON PREVIOUS SERVERS, until the last 2 server rebuild.
