FIX AND ADD NEW FEATURES TO MY INTERACTIVE 360 DEGREE PICTURE STUDENT TRAINING SOFTWARE PROGRAM

This is my software I had made for me by a freelancer coder.
It does not work correctly and I need a new freelancer to fix it so everything works correctly and fast without any problems working on a windows laptop or tower computer and also work perfectly for the students on an iPad Air 4th Generation, and I need a few new features added to the program.
Here are some of the fixes I need the freelancer to make to my software.
I need the software to load unlimited 360 degree full resolution.
pg pictures and full resolution 2D pictures.
I think the best process for the software to work properly, quickly and with problems and without errors would be to have the software load all the pictures per presentation project onto our AWS server then once loaded the software will not have all the images loaded into the software for editing all at the same time when editing and making the presentation but to have thumbnails be used to call the specific 360 degree pictures or 2D pictures into the program that needs to be edited and connected to other pictures in the presentation using navigation links, and the pictures should open smoothly and transition to the next picture professionally like google earth.
I am open to suggestions that are better than my idea to make it work fast without loading up the computers memory of any computer or iPad.
I don't want any computer or iPad not be able to use my software, either for the instructor or student that uses my software.
Here are the new features I need the freelancer to add to my software.
Need sequential next pages in the presentation for students view, such as for Fiber Optics training.
Need categories when opening ATR 3.
for the first time including Tooling category and other categories.
Admin needs the ability to add categories.
For Student view need next image & previous image.
Needs to be a drop down list with thumbnails, title, and descriptions.
****Drag & drop rearrange the sequence of Show Me, Practice, and Proficiency.
Undo & Redo button.
****Map with unlimited navigation points.
****Add Hotspots into list from other scenes and organize the list by dragging and dropping.
*****Save a little money for extra features that our Instructors might ask for.
For 1 questions at a time.
Click on correct panel and it zooms into the panel or it opens another closeup picture, then click on section of the picture, then it zooms in or opens another closer view of the panel in that section then select the correct button or switch or etc...
This could be setup as a sequence test and drag and drop question of touch the correct area.
Ask if parts of proficiency would be best.
How would this work in 360 pictures and move onto more sets of questions and be able to move to other 360 pictures and 2D pictures.

I need the list view to professionally color coordinate with my drop down menu that has parts, definition, show me, practice, and proficiency.
Need an Admin Panel.
Need to have several super users, and admin per department that each have separate access to only their departments.
They setup access for instructors.
Instructor groups have their own access, fleets, categories, ATA chapters, all editable.
Presentation search needs to be searchable by department, fleet, team, ATA, categories, etc...

Key Features.

- The presentations should be compatible with a variety of platforms, although I have not yet decided which is the priority.
- The main purpose of the software is to create interactive presentations that can report progress through freeapi.

- The interactive elements that are most important to me include clickable hotspots, zoom and pan capabilities, and the ability to embed videos or audio.
- Ideally, the software should be able to support various other interactive features that can enhance the overall experience of the presentation.
