Position Description.
We are seeking an experienced and highly motivated Program Manager to lead the Process, Policy, and Governance team within the Federal Solutions Group (FSG) at CGI Federal.
This team plays a crucial role in ensuring that our IP product development lifecycle is efficient, compliant, and aligned with industry best practices.
The Program Manager will be responsible for overseeing process definition and implementation, developing project management reports, ensuring governance, enhancing agile maturity, configuring tooling, and fostering member development for a team of 30 professionals, including project managers, release train engineers, agile coaches, and process specialists.
The ideal candidate will have a strong background in process improvement, compliance, agile methodologies, and team leadership, with a proven track record of managing complex programs that support multiple products and stakeholders.
This position requires exceptional leadership skills, meticulous attention to detail, and the ability to manage multiple high-impact projects simultaneously.
This position can be located at any CGI office in the U.
, preferred location is Lafayette,LA; however, a hybrid working model is acceptable.
Due to the nature of this government contract, US Citizenship is required.
Your future duties and responsibilities.
Lead and manage a team of 30 members, ensuring alignment with organizational priorities and efficient operation.
Develop, document, and maintain all processes followed by development teams, ensuring compliance with internal and external certification requirements.
Oversee the creation and maintenance of roles and responsibility charts for various roles, including product managers, software architects, product owners, scrum masters, IP development engineers, and developers.
Ensure members understand and can fulfill their responsibilities through ongoing training, guilds, and support.
Support people managers in drafting role expectations and provide feedback on member performance.
Identify and implement process improvements across the FSG organization, managing small process teams during implementation, working with other stakeholders from the program when needed.
Collaborate with other directors, VPs, and other program leaders to ensure program efficiency, address challenges, and identify/prioritize new initiatives.
Build relationships with key stakeholders to identify opportunities for the team to provide support.
Provide comprehensive reports on IP development status, program efficiency, compliance, and other key metrics.
Manage tooling configurations to support development practices and ensure process adherence.
Oversee agile maturity within the program and drive continuous improvement, leading efforts to enhance the program’s agile maturity and improve project execution.
Ensure new initiatives in the organization align with agile and FSG best practices.
Supervise project managers for both agile and traditional waterfall projects, ensuring they drive their programs effectively.
Identify team priorities that align with organizational goals and adapt as necessary.
Handle all HR management responsibilities for the team, including member expectations, performance reviews, career development, and member satisfaction.

Bachelor’s degree in business administration, information technology, or a related field.
7+ years of experience in consulting delivery, program management, process governance, or a similar role.
Strong understanding of IP product development lifecycles, process and solution design, change management, product management, project and program management, and agile methodologies.
Proven experience leading cross-functional teams in a matrixed organization.
Exceptional attention to detail and the ability to identify gaps and downstream impacts in processes.
Strong leadership, communication, and stakeholder management skills.
Proficiency in tooling migrations, data analysis, and compliance with CMMI, CMMC, and FedRAMP.
Desired qualifications/non-essential skills required.
Experience with Rational suite, Atlassian suite (Jira, Confluence, Bitbucket), and Microsoft suite (M365, SharePoint Online, Planner, Azure Boards), and other similar applications.
Hands-on experience configuring development tools to support process implementation.
Strong leadership and team-building capabilities.
Excellent communication and interpersonal skills.
Ability to manage multiple projects and priorities simultaneously.
Strong analytical and problem-solving skills.
Passion for process improvement and operational efficiency.
