Manager Regulatory Affairs Department Global Regulatory Affairs Reports to Senior Director, Global Regulatory Affairs - Asia Pacific Location.
Bangkok, Thailand Job Summary The Manager is responsible for providing leadership and managing Thailand and IDC Regulatory Affairs team and activities, development of regulatory pathway strategies, including product registration and life cycle maintenance, and leading Colgate- Palmolive (CP) liaison and negotiation activities with regulatory agencies and other government organizations impacting CP oral care and other categories sold by CP in Thailand and IDC including but not limited to cosmetics, pharmaceuticals, medical devices, and home care.
The individual will represent CP in meetings and advocacy activities of trade associations key to CP in Thailand, other Greater Indo China Hub countries and ASEAN.
The Manager is also responsible for developing functional strategies and specific objectives for the Regulatory team in Thailand and IDC and ensure alignment of the strategy and objectives to the Business Plans and Priorities as well as the APAC and Global Regulatory organization critical must dos and objectives.
General Job Description ⦁ Provide leadership to the team and develop functional and leadership capabilities of the direct reports.
⦁ Develop and retain a high performing team with broad regulatory expertise and ability to coordinate across multiple geographic complexities within the Hub.
Ensure enhancement of the necessary technical and soft skill sets, and provide coaching and mentoring to staff members ⦁ Serve as an authoritative advisor on regulations and related standards and requirements to CP internal stakeholders including the Greater Indo China Leadership team.
⦁ Develop and foster collaborative working relationships between self and team with Technology and Legal partners, and with cross-functional stakeholders including Marketing, Technical Services, Quality, Supply Chain, Global Regulatory and Product Safety to ensure alignment and synchronization between regulatory processes and priorities with strategic business goals.
⦁ Develop and implement engagement strategy with relevant authorities at local and regional level in Greater Indo China Hub countries and ASEAN Health Authorities(FDA, MOH, FTI, DAV, Thailand Department of Medical Sciences in Thailand (Laboratory) etc) and the advertising authorities.
⦁ Stay abreast of all applicable current and new regulations, standards and guidelines related to cosmetic, device, drug and halal applicable to all C-P product categories manufactured or sold in Greater Indo China markets ⦁ Proactively identify areas to negotiate and influence rules and standards making processes that are favorable to Colgate either directly or through local or regional Trade Associations.
⦁ Work in collaboration with internal partners and stakeholders on regulatory procedures, requirements and standards.
Specific Roles and Responsibilities ⦁ Provide regulatory leadership to the team and ensure that regulatory filings are of quality and filed in accordance with agreed upon business timelines.
Manage coordination of documentation; utilize appropriate information management and innovative approaches and improvements for the Hub.
⦁ Provide category support on day-to-day regulatory issues, new initiatives and developments.
Communicate with business, legal and technical partners to shape product development approaches to minimize regulatory impact.
⦁ Provide Regulatory guidance and advice to the Thailand ad IndoChina, Asia Pacific Leadership and when required, to Global leaders in pre-IPM and IPM meetings, Supply Chain, CIC and other Business and Global Technology review meetings.
Address issues and barriers with options and potential solutions, and work accordingly to incorporate them into the technology and business plans and programs.
⦁ Represent CP in key trade associations in Thailand and other Greater Indo China Hub countries as well as ASEAN as deemed necessary through leadership position or active participation in TCMA, FTI, VOCA, ACA etc.
⦁ Monitor and communicate any changes in the global and regulatory environment in the Greater Indo China Hub or ASEAN that may have an impact on the Colgate- Palmolive Business, and work with Marketing / CIC teams to ensure sustainable country /hub/ regional strategies.

Required Functional Specific Skills ⦁ Highly experienced and knowledgeable in toothpaste & oral care and cosmetics, regulations in Thailand & ASEAN and working knowledge of other relevant regulations in Myanmar, Vietnam, Cambodia and Laos.
⦁ Acquire relevant exposure and / or expertise in pharmaceutical & medical device regulations & regulatory submissions management.
⦁ Possess working knowledge on halal standards and certification requirements especially related to Thailand, Malaysia and Indonesia.
Direct experiences in managing halal certification and audits will be an added advantage.
⦁ Well established and productive working relationship with regulatory and government agencies in Thailand (compulsory) and a good working relationship with authorities in other Greater Indo China countries is an added advantage.
⦁ Experienced in influencing rule making with active involvement in Thailand trade associations (TA) advocacy activities.
⦁ Involvement in ASEAN Cosmetic Association activities or committee will be an added advantage ⦁ Having exposure working with or knowledge of key activities of regional trade associations such as ACCORD, CTFAM, CTFAP, CTFAS, FMM-MCTIG, VOCA, IBHA will be an added advantage.
Other Requirements ⦁ Mandatory to possess a tertiary education in relevant scientific fields such as Pharmacy, chemistry, Biochemistry ⦁ A candidate with additional qualifications will have an added advantage ⦁ 10+ years of experience in regulatory affairs management and candidate is currently at managerial level or higher and leading a team of Regulatory Affairs Professionals.
⦁ Candidates with exposure and / or experiences in managing regional and regulatory external affairs particularly in ASEAN or Asia Pacific region will have an added Advantage.
