WORKFORCE DEVELOPMENT LEAD (M/F)

Key Responsibilities - Develop and implement Local Content strategies and workforce development plans.
- Ensure compliance with Mozambican local content laws, labour laws, and industry regulations.
- Provide guidance on employment, training, and capacity-building initiatives.
- Align contractor workforce plans with company objectives and local regulations.
- Continuously monitor global, national, and local workforce trends to drive improvements.
- Oversee and collaborate with contractors to develop and improve workforce training programs.
- Lead the integration of local workforce development into contractor plans and company strategies.
- Provide best practice recommendations for workforce training and employment policies.
- Support contractor recruitment campaigns and monitor workforce training activities.
- Lead site-based Workforce Development Advisors and contractor workforce teams.
- Facilitate discussions with diverse stakeholders, including government agencies, NGOs, and local communities.
- Actively participate in local content, labour relations, and socioeconomic initiatives.
- Provide oral and written briefings to senior leadership and external stakeholders.
- Lead workforce-related Local Content data collection, analysis, and reporting.
- Design and build Local Content updates, dashboards, reports, and presentations.
- Assess workforce development performance and recommend continuous improvements.
- Support internal and external audits and compliance assessments.
Qualifications & Experience - Tertiary qualification in Law, Business, Education, Social Sciences & Humanities, or a related field.
- Minimum 15 years of experience in business, government, or NGO sectors with a focus on workforce development and local content.
- Strong leadership skills in alignment, empowerment, and performance improvement.
- Experience leading teams and managing large-scale workforce programs.
- Commercial and industrial relations knowledge (supplier development experience is a plus).
- Expertise in Mozambican petroleum industry legislation, local content laws, and labour regulations.
- Strong understanding of government systems and policies.
- Excellent report writing and presentation skills.
- High-level interpersonal and communication skills, with the ability to work in a multi-cultural environment.
- Proven ability to assess project resource needs and act accordingly.
- Experience working with government agencies, NGOs, contractors, and lender institutions.
- Ability to adapt to changing priorities and manage multiple tasks effectively.
