UPGRADE LEGACY PYTHON PROJECT TO 3.12

- I have a mix of `apt install` modules and `pip install` modules.
This works good in python 3.
- in python 3.
, it prevents installing pip modules globally and is allowed through venv (virtual environment).
Since its legacy code, I am not able to move everything to venv based installation.
Would need advice on how to take this forward.
Please, only apply if you can guarantee maintaining the application's functionality and implementing necessary security enhancements during the migration process.
