Position Description.
CGI Federal’s Housing Sector team that partners with public housing authorities (PHAs) and the U.
.
Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing has an opening for a Hearing Officer.
This is an opportunity to join an energetic team with a collaborative management group and work with affordable housing providers.
New team members receive in-depth training to prepare them for their role.
Additional training and professional development opportunities are also available, for both the affordable housing industry, and general business skills.
The Hearing Officer is responsible for conducting client informal reviews and formal hearings and maintaining the associated records for the Housing Choice Voucher Program.
Responsible for maintaining an efficient and timely Informal Review/Formal Hearing process while ensuring compliance with applicable rules and regulations governing the Housing Choice Voucher Program.
This position can be located remotely anywhere in the U.
.
Your future duties and responsibilities.
• Conducts, and/or represents the Housing Choice Voucher Program at informal reviews and/or formal hearings for clients.
• Prepare detailed case documentation including opening and closing cases, investigation summaries, activity logs and correspondence.
• Maintain technical data, generate reports and findings and defend analytical work during hearings or litigation.
• Write and/or use computer programs to generate and analyze data.
• Write or draft correspondence, reports, documents and/or other written materials.
• Coordinate and/or act as a liaison between HCVP, other agencies, and organizations.
• Schedule and/or coordinate appointments, meetings, facilities, or other activities; gather materials and follow up as needed.
• Ensure compliance with applicable federal and/or state laws, regulations, and/or HCVP policies and rules, standards, and guidelines.
• Interpret, clarify, explain and apply HCVP policies and procedures, business practices, and federal or state laws and regulations.
• Receive, research, and respond to incoming questions or complaints; provide information, explain policies and procedures and facilitate resolutions.
• Analyze, summarize and review data; report findings, interpret results and make recommendations for improvements.
• Other related duties and tasks as assigned and/or required.
Required qualifications to be successful in this role.
• Bachelor’s Degree required from an accredited college or university in Business or Public Administration, Social Sciences or related field and/or Paralegal Certification required.
• Hearing Officer Certification strongly preferred.
If not in possession, will be required to obtain within six (6) months of employment.
• Housing Choice Voucher Program Certification preferred.
Selected candidate is encouraged to obtain Certification within the first 12 months of employment.
• At least two (2) years of experience/knowledge of Housing Choice Voucher Program Administrative Plans and HUD Regulations regarding Informal Hearing/Review/Grievance and termination of program assistance is preferred.
• Experience in government or affordable housing preferred.
• Previous experience conducting Housing Choice Voucher or public housing hearings strongly preferred.
• Excellent reasoning and writing skills sufficient to properly draft hearing decisions are essential.
• Must be able to maintain highest level of confidentiality and ethics.
• Knowledge of court/hearing and evidentiary rules, records, procedures and protocol.
• Knowledge of law office practices and procedures, business English and basic arithmetic and legal proceedings.
• Skilled in research methods, techniques, and sources of information.
• Skilled in written and oral communication.
• Skilled in the utilization of automated software applications, case management software systems, computer spreadsheet software, computer word processing software.
• Ability to communicate information and ideas clearly and concisely, in writing; read and understand information presented verbally and in writing.
• Ability to communicate with clients and/or their legal counsel in stressful circumstances.
• Ability to perform legal research using case law and appropriate techniques.
• Ability to read, interpret and apply laws, rules, regulations, policies and/or procedures.
• Ability to develop and/or implement new policies, procedures, and stan Desired qualifications/non-essential skills required.
Professional licensed to practice law and/or experience in conducting hearings.
CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role.
The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and license and certifications.
To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role.
Compensation decisions are dependent on the facts and circumstances of each case.
